《无国界行动》是一部以跨国贩毒为主题的电视剧。剧中，缅甸大毒枭乌澎利用各种手段杀害中国方面的卧底和民警，并将大量海洛因运往中国境内，准备再运往美国。云南和福建警方的调查受到挫折，而上海警方在虹桥机场发现了一批用锦鲤鱼腹部藏毒的货品，这批毒品正是云南落地的一部分。为了破案，中国公安部禁毒局沙海处长飞往上海，成立了“锦鲤鱼案”指挥中心。通过巧妙抓获发货人，案情有了重大突破，揭示了一个连接中、美、缅、泰四国的跨国贩毒大案和一个国际犯毒网络。沙海向上级建议中、美两国警方联手破案，得到了批准。然而，中国犯罪嫌疑人汪天晓在美国法庭被无罪释放，大毒枭安迪也因无证据和保护而逍遥法外。中美警方的合作关系降至冰点，但“九一一”事件再次萌生合作契机。在两国警方求同存异的前提下，中美文化和政治等方面的碰撞得到化解。最终，中美警方共同努力摧毁了这个特大跨国贩毒网络，抓获了大毒枭安迪，并击毙了“蝴蝶帮”的幕后黑手詹姆森。《无国界行动》以中美两国警方共同合作的故事为主线，情节扑朔迷离，出人意料，最终完满地落下帷幕。这部电视剧展示了中美警方的合作精神，并在全球范围内引起了共鸣。
